Millions of gold for school shooting ranges

Assistance in the reconstruction of tiny arms infrastructure in the country and the improvement of shooting is an thought initiated 7 years ago by the MON task "Strzelnica w powiat". Over time, the program was extended to fund virtual and pneumatic shooting sites. respective twelve local units have come to the final competitions. 31 of them will receive support in the full amount of over PLN 4 million.

A pneumatic weapon scope was created in the Kresowiak advanced School Complex No. 1 in Bartoszice, which was co-financed by the Ministry of National Defence as part of the task "Strzelnica w powiat".

The “Strzelnica w powiat” tender competition is the aftermath of the National Defence Minister's decree of 6 July 2018 on funding from the state budget tasks related to the construction, renovation and maintenance of shooting ranges and the improvement of shooting sport. specified shooting ranges must enable “organised shooting training, in peculiar among young people, members Defence organisations and soldiers of the Armed Forces of the Republic of Poland and officers of armed formations not forming part of these forces". I'm keeping an eye on the competition. Central Military Recruitment Centre (CWCR).

Except for the classical shooting ranges. MON has besides been financing the construction of pneumatic and virtual shooting stations for 3 years. The second are intended to be created primarily in secondary schools with a view to classes for classes with a uniform profile in districts where there is no access to classical shooting ranges. – Most of the plans are to be created in schools moving certified military uniform classes or military preparation units, but there have besides been cultural centres and houses or firehouses – said Colonel Bogumił Krupiński, Head of the Department of Cooperation with the CWCR Social Partners after the final of last year's competitions.

This year, 5 competitions were held for the “Strzelnica w powiat”, the last 3 (3–5/2024) of which were decided in early October. Competition No. 3 concerning virtual shooting sites ended with 30 grants for a full amount of PLN 3,958,689,11. Maximum backing (PLN 200,000) was received: the city of Zielona Góra, the territory of Bartoszycki, the capital city of Warsaw – the territory of Prague-South and the territory of inowrocławski. 9 offers did not meet the formal requirements, which in practice usually means sending notifications after the deadline (in this case after 17 September), without the required attachments or on outdated prints.

Only the Klobucki district, which received a maximum grant of PLN 300,000, submitted for the competition No. 4 (pneumatic guns). Interestingly, a year ago, thanks to the “Strzelnica w powiat” program in the School Complex No. 3 in Kłobuck, a virtual shooting scope was created. The investment cost PLN 170 000, of which PLN 134 000 came from MON. Only 1 local government unit (the territory of Rogozno) entered the competition no. 5 (classic shooting ranges) but the offer did not meet formal requirements. For comparison, in March 2024, a full of over PLN 8.5 million was awarded for 53 virtual gunfire projects and over PLN 1.7 million for six pneumatic gunfire stations.

The “Shoot in the District” task has changed over the years not only by beginning up to virtual and pneumatic shooting ranges. Currently, in the case of classical shooting ranges, it is possible to apply for backing of the facility in 1 of 5 variants. Initially, only 2 variants were assumed, but thanks to the cooperation with the Military Institute of Defence and the Military method Academy, fresh conditions for the construction of shooting ranges and method requirements for the safety of usage of these facilities were developed.

Variants disagree by distance (from 50 to 200 m), adaptation to dynamic shootings, in respective directions, utilizing subcarabines, automatic carbines, device guns, etc. In option IV, you can apply for the backing of a covered, partially covered or modular range, while variant V refers to a discovered multi-axle scope for a minimum of 16 shooters on 2 axes from 50 to 200 m. The full investment, depending on the chosen option, must cost up to PLN 3 million to PLN 8 million. In any case, an investor applying for a MON grant must have a minimum own contribution of 20% of the full cost. The funds obtained can be used, among others, to build or revitalize withdrawn weapon ranges in the local government area, to build the elements essential for the operation of the weapon scope (e.g. access road, fence, lighting, parking lot, sanitary facilities), but not for the acquisition of weapons, sights, ammunition, bulletproof vests and night imagination goggles.

This year’s beneficiaries of the “Strzelnica w powiat” competition have time to complete the task by 31 December 2025 (it is allowed to fund the task already started).
