The Government introduces changes to the mortgage allowance by proposing to rise it to 7 1000 PLN, as well as resigning from the conventional valorisation of this benefit. Instead, from 2027, it is to be introduced monitoring of ceremony prices and yearly verification of the amount of the benefit. The fresh solutions are the consequence of work on the bill of the Ministry of Family, Labour and Social Policy (MRPiPS), which aims to adapt the support to the actual costs associated with the organisation of the burial.
Increase in the amount of the ceremony allowance
Funeral allowance to be raised from erstwhile PLN 4 thousand au 7 1000 PLN. These changes aim to improve the availability of support for families who bear always higher costs associated with the organisation of funerals. However, according to the project, no more yearly valorisation the benefit that has taken place so far, based on the inflation rate.
New way of verifying the amount of the benefit
Instead of yearly valorisation, the Ministry of Family, Labour and Social Policy proposed a fresh method for determining the amount of the benefit. Since 2027, Institute for Labour and Social Affairs (IPISS) to monitor changes in the price of ceremony services by analysing the increase in prices of selected ceremony services and the impact of inflation on households. In turn Council of Ministers on the basis of these data, it will decide whether to increase the amount of the benefit.
It is worth noting that, as part of this procedure, funeral service basket covering various services related to the organisation of the ceremony will be regularly reviewed and updated. Changes will be made on the basis of data from the Central Statistical Office, which will monitor the prices of these services.
Controversy between ministries
Despite the proposed changes, the task is not free of controversy. Ministry of Finance expressed its reservations about the proposed solution. In its observations, the Ministry suggested that the amount of the ceremony allowance should be fixed at a fixed amount, i.e. 7 1000 PLN, without the request for yearly IPiss verification. Why is the strategy of valorisation changing?
Resignation of the yearly mortuary allowance and replacement of its verification strategy is intended to better match the provision to the real needs of the funerary services market. The increase in ceremony costs is becoming increasingly felt, and conventional valorisation did not let a appropriate consequence to these changes. The fresh verification method will let for a more precise and flexible assessment of the situation, taking into account both inflation and local price conditions.
Social reactions and expectations
Changes in the ceremony allowance are of large importance to families who face the costs of organising a burial. Increase of the amount to PLN 7 thousand it is intended to supply real support, but the decision to review annually alternatively of valorisation raises concerns about how effectively future price developments will be taken into account. Many stress that uncertainty about possible increases can introduce an additional component of stress in a hard period after the death of a loved one.
