On Monday, 6 November, a press conference was held at which president Andrzej Duda gave the name of the future Prime Minister. It will be Mateusz Morawiecki of Law and Justice, who holds this function to this day. Andrzej Duda decided to appoint the current prime minister, although everything indicates that he would not be able to build a government coalition. The Law and Justice Club will have 194 Members in its future term, while as many as 231 parliamentarians are needed to rule.
Why did Andrzej Duda choose Morawiecki?
President Andrzej Duda entrusts the mission of creating the government to Mateusz Morawiecki due to the fact that he is inactive faithful to the PiS camp and will most likely want to fight for power in it after 2025. Morawiecki gets a present. Despite the deficiency of coalition ability, the current prime minister will have time to clean up the filth before yet having to quit power. At the same time, Andrzej Duda buys himself an insurance policy. The nomination process of the Prime Minister in Poland complies with the principles laid down in the Basic Act and takes place in respective stages. In adopting the script in which president Andrzej Duda will proceed to the formation of the government on 13 November, this procedure will proceed as follows:
- Presidential nomination: The president has the power to appoint a Prime Minister, frequently choosing a organization leader who succeeded in the election. Alternatively, he can besides choose to represent a parliamentary coalition with a majority in the Sejm. This decision belongs to the sole competence of the president and is an expression of his independence. After the appointment, the Prime Minister has until 14 days (until 27 November) to present the composition of his cabinet and another 2 weeks (until 11 December) to present the government's action plan and to get a vote of assurance from the Sejm, which must be adopted by a majority.
- Election of Prime Minister by the Sejm: If in the first phase the Council of Ministers is not appointed, the Sejm has the right, within the next 14 days (until 25 December), to elect the Prime Minister with his cabinet, which besides requires a majority of votes. After this election, the president formally appoints the Council of Ministers and takes an oath from her.
- Next steps in the absence of a government: In the event that the cabinet is not approved, the president has another 2 weeks (until January 8, 2024) to appoint the Prime Minister and, at his request, the Council of Ministers. The Sejm must then give a vote of assurance to the fresh Council of Ministers, this time by a simple majority.
