There is simply a licence to upgrade Turkish F-16s

Responsible for the FMS program, the U.S. defence safety Cooperation Agency has granted approval to sale Turkey a package of equipment and software for upgrading F-16C/D Fighting Falcon fighters. The full maximum cost is estimated at $259 million. The main contractor will be Lockheed Martin.
