The president's passivity strikes at the rule of continuity of the Constitutional Tribunal's operation

The President's participation in the ceremony of taking the oath, which is simply a condition for the commencement of the office of a Tribunal justice elected by the Sejm, cannot be transformed into competences to appoint Tribunal judges.
