– We have substantive charges against the Mercosur deal.
We believe that it is, firstly, unfavourable for European farmers, including for Polish farmers. Secondly, it is very unfavourable for consumers due to the fact that it allows goods from South America which are not bred or produced at specified a advanced level of consumer wellness protection as in the European Union. Thirdly, it is very unfavourable for Europe for geopolitical reasons, due to the fact that it allows the European marketplace for goods created by fertilizers from Russia," says Newseria Adam Bielan, associate of the European Parliament of the Law and Justice. "Brazil is present the main importer of Russian fertilizers that we have banned in the EU. So we kind of aid Putin make money selling fertilizers. This agreement is evidence of EU hypocrisy.
The European Parliament voted on the 2nd Resolutions calling for the legal opinion of the TEU on the Mercosur trade agreement
On 21 January 2026, the European Parliament voted on a resolution to address the EU Court of Justice on the EU-Mercosur Agreement. The institution is to measure whether the agreement signed by the European Commission is compatible with the EU Treaties. Polish Euro-Parliamentarians believe that its adoption could mean a greater hazard of price turbulence, an influx of goods not gathering EU standards and problems for national farmers. They besides have doubts about the mode of paper processing.
The Partnership Agreement (EMPA) and the Interim Trade Agreement (ITA) with the South American bloc: Argentina, Brazil, Paraguay and Uruguay were signed on 17 January in Paraguayan Asunción by EU Trade Commissioner Maroš Šefčovič and his counterparts from Mercosur in the presence of the EC president Ursuli von der Leyen and president of the European Council Antoni Costa.
The European Parliament voted on 2 resolutions calling for the legal opinion of the TEU on the Mercosur trade agreement. He took 1 of them by 334 MEPs, with 324 against and 11 abstentions. Now the European Parliament will proceed to analyse the texts while waiting for the opinion of the EU Treaty on the legal basis of both documents. Only after receiving it will he be able to agree to or refuse the contract.
It is our opinion that it should suspend its operation by sending a contract to the TEU
– It is so crucial that the TEU should bend over this act immediately after the complaint has been received. Given its political arrangement, it is hard to anticipate the triumph of common sense," says Jadwiga Wiśniewska, associate of the European Parliament of the Law and Justice.
– We believe that it should be suspended if a contract is addressed to the TEU. At the same time, we urge the Polish government to lodge a complaint independently of the request for an opinion. It can be reported by any associate State, says Adam Bielan. – There is simply a hazard that this agreement will be valid until the TEU decides. due to the fact that the European Commission, in breach of the Treaties, considered that it could be in force on a temporary basis until the European Parliament ratified, and this could possibly follow the opinion of the EUSF. Doubts include the fact that the EU-Mercosur agreement is de facto 2 parallel legal texts (EMPA and iTA). This is important, inter alia, due to their approval by the EU institutions or the division of competences between the EU and the associate States.
– As crucial as food safety and citizens' wellness safety should be given peculiar care not only to the EU but besides to all associate States. Here the rule of unanimity should be decisive – Jadwiga Wiśniewska estimates. Voices of criticism of the trade agreement by Polish MEPs flow from all side of the political scene, besides from the European People's organization (EPP), to which belong politicians KO or PSL. The faction mostly supports the agreement as an urgent request for Europe to improve its economical and geopolitical position.
The agreement in this version causes that at the start any already number losses and others number profits, and so cannot be honest
"The EU-Mercosur agreement for the European Union and associate States will be crucial if it is fair and fair to all its stakeholders. Unfortunately, the agreement in this version causes that at the start any already number losses, and others number profits, and so cannot be honest. First of all, we are talking about the Polish point of view on agriculture. We must remember that this is not a substance of flooding us, Poles, products from Mercosur countries, but a question of food safety and maintaining agricultural production at the same level in Poland, due to the fact that we make a large profit on Polish food exports," says Krzysztof Hetman, associate of the European Parliament from the PSL.
According to the data of the National Centre for Agriculture Support (KOWR), during the period January–October 2025 the value of exports of agri-food goods from Poland amounted to EUR 48,5 billion (PLN 206 billion) and was 8% higher compared to the same period the year before. The main recipients of national food are EU countries, with 75% exports in this section (EUR 36,5 billion, +10% y/y). The highest gross was obtained from sales to Germany (€123 billion, +8%), France (€3.4 billion, +23%) and the Netherlands (€2.8 billion, +12%).
