On 21 November 2025, Operation ‘Horizon 2020’ was launched by the Armed Forces of the Republic of Poland in cooperation with the Ministry of abroad Affairs. It aims to increase the protection of key elements of critical infrastructure, including transport routes and hubs, in consequence to increased hazard of diversion and attempts to destabilise.
The staff assigned to the operation are the Territorial Defence Army, whose distributed structure, site cognition and readiness for immediate action let effective deployment of patrols and reflection posts at the locations designated by the safety services. WOT performs tasks utilizing modern means of reconnaissance, optoelectronic systems and unmanned aircraft, ensuring fuller coverage and more efficient exchange of information with another services.
In accordance with the order of the president of the Republic of Poland of 20 November 2025 and the decision of the Minister of National Defence issued in order to comply with the provisions, the Armed Forces of the Republic of Poland will be utilized to assist the branches and subdivisions of the Police until 28 February 2026.
In the framework of the beginning of the operation, pursuant to Article 18(3) of the Law of 6 April 1990 on the Police, soldiers will support police activities, inter alia, in securing the safety of communication routes and critical infrastructure facilities. The designation of delicate sites for the state safety system, which will be the area of action of the soldiers, shall be carried out by appropriate service.
For the time of police support, soldiers have the same powers as police officers and may apply the same measures as police, if essential to carry out mandate tasks, among others, the powers described in Articles 15 and 16 of the Act, i.e. the anticipation of legitimacy, retention and usage of direct coercion measures.
The operation does not adversely affect the training process of the Armed Forces — part of the tasks carried out are at the same time part of the improvement of procedures and cooperation between safety institutions. peculiar emphasis is placed on night activities and in areas with hard observation, where modern technologies increase the effectiveness of detecting possible threats.
The presence of soldiers in the field is intended to strengthen citizens' safety and guarantee the stableness of the functioning of the state, including the availability of transport and the continuity of economical processes dependent on critical infrastructure. The operations shall be carried out in a transparent manner, with the principles of safety and appropriate organization coordination.
