Most of the larger buildings erected for the army with barracks-stack function will have anti-aircraft defence shelter in the basement section. The facilities ordered over the last 30 years do not have specified a function, because... there were no regulations to find the opposition and equipment of basement shelters, and therefore, decently describe the subject of the order. But that's in the past.

A trailer changes in military investments there is an order for the plan of a fresh building for the safety brigade in the barracks on the capital Okęcie. The facility has an OPL shelter in its basement. The building will have a somewhat more complex structure than before, as evidenced by the budget of the contracting authority, the Capital Board of Infrastructure. In the case of a three-storey facility, it is almost PLN 1.5 million. rather a lot, given that the building is to be built thanks to the adaptation of the plan of the office-stack facility erected for the 1st Warsaw Armored Brigade in Wesoła and intended for only 120 people. The tender information provided by military investors on the net shows that reinforced hiding places are to be built in 1 of the large ammunition depots. It is understandable due to the fact that in the event of an detonation of combat measures caused by the attack or the inability to deal with them, the crew of this military unit would have no place to hide.

Unfortunately, all barracks built in fresh years – in Biała Podlaska, Siedlce, Sitańcu-Wolica or Limanowa – do not have shelters due to deficiency of regulations, which would let to make appropriate requirements, and on their basis appropriate facilities. The decision on method conditions for protective structures and temporary hiding places was issued by the Minister of Defence in spring of that year (not published in publically available sources). Paradoxically, despite many years of neglect, the military is in a good position due to the fact that it already knows what structures to order. The Bureau of peculiar Infrastructure under the Ministry of Defence will be liable for this.

There are civilians in worse situations. However, in July of that year, the Ministry of abroad Affairs issued regulations on the requirements to be met by places of ad hoc refuge and the way in which the collective protection facility was prepared for use, the detailed conditions for the operation of protective structures, their order and their essential equipment, but these papers did not translate into any increase in the number of hides available to the population. Despite guaranteeing more than PLN 16.7 billion, PLN 5 billion between 2025 and 1926, in the Government civilian Defence and civilian Protection Programme (OliOC), the task of building or adapting existing facilities to the protective functions is inactive in front of local governments, Polish Railway Lines, General Directorate of National Roads and Motorways or the capital metro. The most to be done are municipalities, which have been obliged to establish a strategy of records, maintenance and building shelters and to hide ad hoc, with crucial financial support from the state. Among the buildings that will be upgraded are shelters under the schools of the alleged thousand-year-olds (built on the occasion of the millennium of the Polish state).

Construction companies are blowing up a good deal. At the global Defence manufacture Salon 2025, for the first time, there were offers of companies ready to build underground and ground – besides mobile – shelters, most frequently in modular technology, with prefabricated reinforced concrete or steel coated with liquid rubber, extending the durability of the metallic shell. Of course decently equipped with ventilation, power and lighting systems, sewers, detonation valves and spare outputs. It is an offer for schools, hospitals, for drug and food warehouses, data protection centers (banks, financial institutions, telecommunications companies), but besides for wealthy residents of our country. The interest in specified facilities increased, especially after the media panic caused by the Russian unmanned raid on Poland in September.

However, peace is crucial here. 35 years of negligence can't be made up in a year and a half. This needs to be treated methodically and prudently, both in terms of backing and location. For decades. We will gradually catch up, as with the construction of highways and high-speed roads. We all know that shelters and shelters are needed and will stay with us, in this place of Europe, forever.
