No more self-inheritance from parents. Government plans to change

The government plans to limit the anticipation of inheriting rents from parents to usage municipal premises, which at the same time make advanced income. The Ministry of improvement and Technology announces crucial changes to the government to prevent unfair enrichment on housing resources belonging to municipalities. In addition to tightening the rules, the government plans to allocate PLN 45 billion to municipal construction by 2030.

In July, Deputy Head of the Ministry of improvement and Technology Tomasz Lewandowski presented in the legislature a draft amendment of the rules on the inheritance of municipal dwellings from parents – in peculiar the application of Article 691 of the civilian Code only.

According to paragraph 1 of this Article, ‘in the event of the death of a tenant of a dwelling in the ratio of the rented premises, the spouse who is not a co-renter of the premises, the children of the tenant and his spouse, the another persons to whom the tenant was obliged to alimony benefits, and the individual who was actually surviving together with the tenant’.

In the revised regulations, the inheritance of municipal housing will no longer run automatically. MRiT wants the heir to be verified for property purposes, including income generated and property held in the same town or municipality.

“You can gain 100 1000 PLN, your parents had a municipal apartment, you will show that you lived with them before their death – you enter the lease agreement from the vending machine. I think it is simply unfair," said Deputy Minister Lewandowski.

The fresh rules are intended to guarantee that municipal housing goes to those in real need.

In addition to the amendment of the rules on inheritance of municipal housing, the government plans to invest PLN 45 billion by 2030 under the Social and Municipal Construction Programme.

Housing gap in Poland – missing 300-400 1000 premises

Last week, optimistic data about the housing marketplace in Poland appeared in the media space for a change. Until recently, the alleged housing gap, i.e. the number of housing that is missing on the market, has been maintained to be around 2 million in Poland. A week ago, “Economic Observer” reported that it was a long-time duplicated myth. In fact, the missing supply is between 300,000 and 400,000 premises, and the problem is concentrated only in large agglomerations. According to the forecasts of Alior Bank, the housing gap is to be "replied" by 2028, which is in the next 3 years.
