There is simply a request from Poland to the European Commission. It's a migration pact

The European Commission has informed that Poland and any another EU countries will be able to apply for an exemption from the relocation of migrants under the EU Migration Pact. On Wednesday evening, the Ministry of abroad Affairs informed that the request for full exemption of Poland from the migration pact had already been submitted by the Polish government.
