I sign the budget – to defend the stableness of the state – and direct it to the Constitutional Court – to defend the future of Poland. I sign due to the fact that the deficiency of a budget would not solve any of the problems we face. This would be a hazard to the stableness and predictability of state affairs – stated Karol Nawrocki in the material made available by the NRP.

The president stressed that he did not intend to hold the signature under the budget law so that its absence could not be utilized as an excuse for the deficiency of action by the government. Nawrocki did not hide that in his opinion the budget adopted would lead to chaos.

It is simply a budget of chaos with incomprehensible cuts in any areas and institutions and with unjustified increases in expenditure in others, as well as disproportionately advanced wage increases in the Sejm. Above all, it is simply a budget based on immense debt, which in no way translates into a better life for citizens. The budget for 2026 is the second in a row where the deficit represents almost a 3rd of the full state expenditure – he said.

The president pointed out that the concept of the alleged debt of Gamek, which Poland faced for many years, is inactive present in social memory. In his opinion, the debt created in the last 3 years is more than twice as advanced as that which Edward Gierek has incurred throughout the decade, which clearly shows available data. Karol Nawrocki besides criticized the government for insufficient backing of many sectors, including wellness protection, culture, athletics and areas related to the safety of the state.

Principles of the Act

The state budget for the current year provides for expenditure of PLN 918.9 billion, with a maximum deficit of PLN 271.7 billion. The gross is planned at PLN 647.2 billion. The biggest revenues are to come from VAT – PLN 341.5 billion, as well as from excise work of PLN 103.3 billion. CIT taxation revenues were estimated at PLN 80.4 billion, while from PIT at PLN 32 billion. The Act assumes that the ratio of public debt to GDP will scope 53.8%, which means that it will be kept below the statutory prudential threshold of 55%.

The budget for this year besides provides for crucial resources for defence, exceeding PLN 200 billion, which represents 4.81% of GDP. These funds are intended primarily to modernise the armed forces and strengthen the safety system. PLN 247,8 billion is planned for wellness protection, or 6.81% of GDP, with investment in medical infrastructure and human resources crucial. The expenditure on roads and railways is expected to full PLN 53.9 billion, of which PLN 20.1 billion will come straight from the state budget.
