
The 107th edition of the Rose-Roth seminar in the framework of the NATO Parliamentary Assembly on "EU-NATO cooperation: key partnership and democratic resilience" was held in Brussels on 14 and 15 July. The gathering was first held in the European Parliament, in the Witold Pilecki Chamber. The discussions, which brought together high-level officials of the European Parliament, parliamentarians, experts and decision-makers, were besides attended by a Polish parliamentary delegation composed of: Mr Katarzyna Ueberhan, Mr Ewa Kołodziej, Mr Joanna Frydry, Mr Jan Dziedziczak and Mr Piotr Strach.
The first day was devoted, among others, to the issues of enlargement of the European Union, cooperation and complementarity between the EU and NATO in terms of security, combating misinformation and protecting critical infrastructure. During the second day, among others, Ukraine's support was discussed after the NATO Summit in The Hague, a broad perception of safety issues, taking into account cybersecurity and democratic resilience; the intervention of authoritarian states in electoral processes in EU countries and possible ways to combat them. Among the panelists were Commissioner Marta Kos, liable for enlargement, Commissioner Andrius Kubilius, liable for defence and space, Henn Virkkunen, Vice-President of the European Commission for Technological Sovereignty, safety and Democracy, Radmiła Szekerinska, Deputy Secretary General of NATO, Switlan Cichanouska, leader of the Belarusian opposition and Sabine Verheyen, Vice-President of the European Parliament.
During panel discussions, Piotr Fear spoke, who pointed out that the war was closer than we thought; the attacks on the Lviv were 1,600 km from Brussels, but only 70 km from the Polish borders.’ He asked, among others, about expanding the number of national armies to 0.5% of the population during peace and 1% during the war, because, as he emphasized, investment in arms does not fight on the front, trained soldiers do so.” During the panel with Commissioner Kubilius, Mr Fear asked about the problem of bureaucratic barriers in relation to the fast movement of equipment, ammunition and troops between EU associate States and NATO and their partners (e.g. Switzerland). Commissioner Kubilius announced that in the autumn circumstantial solutions for military logistics in Europe will be presented.
The Rose-Roth programme, which includes seminars of the same name, was initiated in 1990 by the then president of the NATO Parliamentary Assembly, congressman Charlie Rose and Senator Bill Roth. The aim of the seminars is to strengthen the cooperation of the North Atlantic Alliance with the countries of Central and east Europe. The Rose-Roth programme originally focused on supporting these countries in the process of democratisation and implementing political and economical reforms after the fall of the Berlin Wall. Currently, seminars focus mainly on regional safety issues in the Euro-Atlantic area and its neighbourhood, as well as in the regions where the Alliance is involved.
