Ukrainian president Volodymyr Zelenski accused Russia of systematically destroying Ukrainian civilian infrastructure before the coming winter. The Russian attack covered 9 circuits: Lviv, Ivano-Frankivsk, Zaporoski, Chernihovsk, Sumski, Kharkiv, Kherson, Odski and Kirovohradsk. The Ministry of Energy of Ukraine stated that a crucial number of customers were deprived of power in the Zaporosian, Suma and Chernihowski circuits.
