The media received a longer, unpublished version of the fresh US National safety Strategy. From the paper emerges the imagination of America, which resigns from global hegemony, redefining the function of Europe and seeking "ideal allies" on this side of the Atlantic. Poland is among the countries named after.
The secret version of the strategy: little hegemony, more ideology
The officially published U.S. National safety strategy has already announced a change of accents: rivalry with China, limiting the American function in defending Europe and a stronger focus on its own region. However, the secret, longer version of the paper goes much further and shows much more clearly how the Donald Trump administration sees the future of the world.
In the extended text there is simply a mention to "strong, conventional families" and "the renewal of the spiritual and cultural wellness of America". It is simply a signal that the safety strategy has not only a military or economical dimension, but besides a cultural dimension. At the same time, the paper acknowledges that the postwar imagination of American dominance was a mistake. Hegemony is defined as a goal that has never been real, and the US no longer intends to effort to manage all conflict in the world.
It is stated explicitly that matters of another states are only a problem of Washington if their actions straight endanger the interests of the United States. It is simply a extremist departure from the logic of intervention "for stability" or "for democracy", which for years justified American presence in many regions of the globe.
Make Europe large Again and a fresh policy towards the continent
The most clear passages of the classified strategy concern Europe. The extended version includes the slogan "Make Europe large Again", which is simply a clear mention to Trump's slogan from the presidential campaign. At first glance, it sounds like the announcement of strengthening the continent, but the context suggests a completely different direction.
The paper describes Europe as an area threatened by "civilizational erasure". Migration policies and restrictions on freedom of expression are the sources of this threat. In response, the strategy proposes reorienting the US's relation with Europe: alternatively of broad cooperation through the European Union, Washington is to focus on respective selected countries, with which it is linked by a akin ideological and political approach.
Austria, Hungary, Italy and Poland are listed. It is with them that the United States is to "co-operate more closely", and 1 of the objectives is to gradually "retract" them from the European Union as the main mention point. The strategy besides assumes support for political parties, social movements and intellectual and cultural environments that defend the sovereignty of states and conventional European lifestyles, while at the same time remaining in favour of America.
C5 alternatively of G7. A fresh power club
The paper besides includes the thought of creating a fresh format of global leadership, the alleged Core 5, in short C5. It would include the United States, China, Russia, India and Japan. These are countries with over 1 100 million inhabitants, with considerable military and economical power.
The C5 would operate alongside existing formats, but without any G7 limitations, where liberal democracy is simply a requirement, among others. The summits of the "club of five" would be organised regularly, around circumstantial topics – the first fire of the paper indicates safety in the mediate East and normalization of relations between Israel and Saudi Arabia.
The fresh strategy assumes that the US no longer has to bear the burden of global leadership on its own, but at the same time do not want to give the field back to China or Russia. The solution is precisely specified formats and cooperation with "regional champions", i.e. countries that play the function of local pillars of order in their parts of the world.
Poland among the "chosen nations". Chance or risk?
For Poland, it is peculiarly crucial that in the secret version of the strategy our country appears in a narrow group of European countries with which the US is to cooperate more closely. Poland is placed in 1 line with Austria, Hungary and Italy as a state that Washington sees as a possible partner in the redevelopment of relations with Europe.
The paper shows that the United States no longer wants to think about the continent through common institutions, but alternatively through the prism of circumstantial governments and political movements. Poland is to be 1 of the countries where it is possible to combine conventional values, strong national identity and pro-American course.
Such a imagination opens up a real chance for Warsaw to strengthen bilateral relations with the US. At the same time, however, there is simply a risk: the more Poland is seen as part of the "alternative" American task towards Brussels, the greater tensions may arise within the European Union.
