I have good news for you. We won the conflict in defence of the cash in the war we wage with banks, technocrats and politicians! We won thanks to your commitment. Thank you. But this is not the end of our citizens' run “Cash Gun!”
I'll remind you. The Institute of civilian Affairs is the first social organization to regularly mobilize citizens in defence of cash in Poland. I remember a time erstwhile the subject of cash defence was not curious in a dog with a lame leg. I remember how alone we supported the introduction provisions requiring shops to accept cashHow we collected signatures under petition against cash payment limitsHow we organized Cash Pay Day. More social and organization initiatives are engaged in the defence of cash today.
Our actions have affected the fact that the issue of cash liquidation has arrived in the public debate and that individual parties have begun to bid on which of them is the most powerful weapon.
And very well, I'm glad to hear that. present I can compose that bottom-up, civic force makes sense. We have another success.
On 16 June 2023, the Sejm voted draft law on the liquidation of the regulation prohibiting us citizens from paying in cash on purchases of over PLN 20 thousand. This provision was to enter into force on January 1, 2024. In addition, the bill repeals the regulation reducing the cash turnover limit from PLN 15 1000 to PLN 8 1000 in terms of payments between companies. Let me remind you that These 2 provisions were introduced by the United Right under the “Polish Order” (sic!).
Why Limits Disappear
In the justification for the law eliminating limits, Members of the Sovereign Poland and the Law and Justice point out, among another things, that
"limiting cash payments indirectly forces consumers to set up a payment account or bank account.
In the absence of an account or account from 1 January 2024, consumers will not be able to trade with an entrepreneur in the amount of over PLN 20,000 (they will not be able to buy for cash, e.g. a car with a dealer or a comedian, land or property built with a developer, tour with a tourist agent, kitchen furniture with a building, pay for the renovation of the bathroom with a contractor providing repair services)’.
At another point, parliamentarians mention to the European Commission. It states that it has "awareness expressed by consumer organisations and shared concerns that there is simply a crucial hazard that, with the digitisation of more and more services, those who do not have access to digital services can become even more excluded than at present". It is simply a pity that Members do not mention arguments and engagement of Polish civilian organizations fighting for cash.

The message of the Swedes besides cites the message that “the anticipation of cash payments remains crucial for certain social groups that do not usage non-cash payment instruments. These include older people, immigrants, disabled people, susceptible citizens and others with limited access to digital services. These groups may have limited access to the technology required for non-cash payments, and cash may be the only way for them to pay."
It is worth noting that Members arguing for the elimination of limits for individual consumers do not indicate that cash payments reduce the scope of surveillance and control of citizens... all power: banking, business, political.
The war on cash is not over.
But don't let the conflict win put your defender down.
Non-cash Polish lobby is awake. The war on cash continues at its best,
evidence of this, inter alia, the deficiency of a adequate amount of coins in circulation, resulting in difficulties in spending the remainder on purchases in shops and markets, the introduction by banks of limits on withdrawals at ATMs, the liquidation of branches of banks allowing the payment of cash in the “window”, the simplification of the number of ATMs, the limits on cash payments that technocrats from Brussels intend to introduce. It is worth recalling that the European Commission plans to introduce a digital euro. Examples that are going to make it hard for us to usage cash can be multiplied.
EU financial terrorism
Brussels technocrats are busy, too. In 2022 The European Council has prepared draft regulations and directives prohibiting the payment of cash for services and products of a value exceeding EUR 10 000. The elite explains that this is simply a way to counter money laundering and guarantee the protection of EU citizens and financial strategy against terrorist financing.
For me, these solutions are not a way to defend citizens, but to “terrorise” them by banks and financial and technological corporations.
It's worth reminding you here. European Consumer Centresthat thanks to the procedures of the non-cash lobby, the cash payment limits have already been introduced by Belgium, Bulgaria, Croatia, Czech Republic, France, Greece, Spain, Malta, Poland, Portugal, Romania, Slovakia and Italy. For now, Austria, Cyprus, Denmark, Estonia, Finland, the Netherlands, Ireland, Lithuania, Luxembourg, Latvia, Germany, Norway, Slovenia, Sweden, the United Kingdom and Hungary stay without cash limits.
Of course, all restrictions are introduced in the name of fighting the grey zone.
So I will remind you of what we say in the run "Cash Gun!" from the beginning: At the same time, we see the request to fight the grey region in defence of cash, avoidance of taxation obligations, money laundering, to which the promoters of cash liquidation frequently pay attention. But the fight against pathology, which is business gangsters, should not consequence in the kid being fired with a bath and taking place at the expense of limiting the civilian rights of Poles and Poles.
