Will Russia grow its army to 1.5 million soldiers?

Russian defence Minister Sergei Shoigu, in consequence to the declaration on the accession of Sweden and Finland to NATO, announced the expansion of the army to 1.5 million soldiers, but this does not seem possible in the close term, according to the American Institute for War Studies (ISW) in a fresh analysis.
