Why is Poland not doing its Ukrainian homework on resilience? [COMMENT]

In Poland, we have now been forced to carry out a revolution in the sphere of building resilience, all due to events happening just outside our east border in Ukraine. The complexity and many dimensions of the challenges facing us is evidenced by the analysis developed by the Government safety Center. Its authors effort to map the Ukrainian experience and translate their knowing into national needs, in relation to systemic improvement of laws, procedures, human and material resources, approaches to training, and possibly above all to self-awareness of citizens.
