Who destroyed the Kakhov dam? First Evidence

Ukraine released recordings confirming that the dam at Novaya Kakhovka was destroyed by a Russian sabotage group from the 10th Mechanized Division. However, this is not adequate evidence to find who personally but Putin is liable for this disaster.
