As of 13 November 2025, a crucial amendment of the Aviation Law enters into force, which imposes a fresh work on unmanned aircraft operators.
The amendment introduces compulsory civilian liability insurance (OC) for almost all popular drones. The fresh regulations aim to harmonise the rules within the European Union and to increase safety in the airspace.
The work will affect a very wide group of users. The request to have an OC policy will include drone operators weighing between 250 grams and 20 kilograms. Keyly, the fresh rules do not separate the intent of flights – insurance will be required from both recreational and commercial or professional drones. According to the September 2025 data, more than 400,000 drone operators are registered in Poland, which shows the scale of the upcoming change.

The legislator has foreseen severe sanctions for non-compliance with fresh regulations. The OC policy must be concluded at the latest on the day before the start of the flight. Performing drone operations without valid insurance may consequence in a fine of PLN 4000. The provisions besides specify a minimum warrant amount – it is set at the level of 50,000 SDRs (special drawing rights), which in terms of Polish currency gives an amount of about 275 1000 PLN.
The intent of the insurance work is primarily to defend 3rd parties and their property from possible damage. Drone, even utilized amateurly, can origin serious damage, specified as harm to a parked car, roof of a building or, at worst, injury to a 3rd party. The mandatory policy is to defend the operator from the advanced financial costs of specified events.
When selecting insurance, operators should pay attention to a number of key aspects so that the policy is full functional. Experts advise to verify, in particular, the territorial scope of protection (whether it only covers Poland or, for example, the full EU) and the precise categories of operations covered by insurance. The warrant sum should besides match the actual hazard – another will be adequate for recreational flights and another for professional applications, specified as construction inspections or commercial filming with heavier equipment.
