VAT 5% on electricity? Poland sceptical to the European Commission's proposal

The European Commission is proposing to reduce VAT to 5% in order to relieve citizens. Poland, having any of the highest current prices in the EU, says "paste". Reason? Billion-dollar budget losses. Looks like an I.V. is more crucial than a lower bill in your homes.
