U.S. peculiar Envoy for Ukraine and Russia, Gen. Keith Kellogg, during a gathering in Munich, stressed that Europe will not be a direct associate in negotiations on ending the war in Ukraine. He noted that his task is to gather the opinions of European countries and include them in the decision-making process.
