In Poland, coal regions are undergoing transformation, with social, economical and budgetary consequences. Meanwhile, the National Energy and Climate Plan describes it with a language of first diagnosis, as if it were just planned. As a result, it blurs work and perpetuates uncertainty where decisions and unchangeable backing are needed.
