The Ministry of National defence has developed a regulation regarding the transportation of draft cards in the event of mobilization and during wartime. The fresh regulations clearly specify who and how must deliver draft cards, as well as how to inform citizens of the commencement of mobilization. Refusal to be drafted is punishable by imprisonment.
