U.S. president Donald Trump has signed a fresh national counter-terrorism strategy, which focuses, among another things, on "neutralising" threats in the hemisphere and disposing of cartel activities. However, it contains controversial provisions saying that Europe is both a partner in the fight against terrorism and its incubator.
