We thought we were enjoying the peace dividend. But in reality we simply had a safety deficit, said the head of the European Commission, Ursula von der Leyen, during a debate on defence in the European Parliament. She emphasised that her EU armament plan aims to increase the Community's defence potential. This proposal was met with approval from many sides, but there were besides reservations that defence spending cannot be implemented at the expense of social programmes.
