1. Restoration of the authorisation limit for Ukrainian carriers.
Why are we talking about restoring limits? due to the fact that there is no balance, between Ukraine and Poland, as regards the proportion of the burden on labour costs. The Polish carrier is burdened with the implementation of the mobility package, which generates a certain level, rather high, of labour costs. Next thing. – I see 3 ways to solve this situation. First we reconstruct limits. What numbers are we talking about? By the mediate of the year, 600,000 trucks had crossed the border. In average circumstances, erstwhile there was no war, around 180 1000 Ukrainian trucks and 120-140 1000 Polish trucks passed the border.
At this point, about a million trucks are estimated to have passed. Excluding tripartite transport, i.e. those for which permits apply, we have about 800,000 freight of which 400,000 should be performed by Polish carriers! These are real losses for the state budget. Real damage. ...
The solution to this situation, firstly, is the restoration of authorisations.
