New Poland Program Thesis
1. God is the eventual goal of man. The pursuit of God is expressed in the creation of moral values and civilizational values in the planet found by man and the improvement of his own personality. The starting point of the effort to make is the heritage of Christian culture and the past of the nation.
2. Man as an individual is an intrinsic value, but not absolute. Man is the essential material of social society. In another words, man occurs in 2 forms: as an individual and as a associate in the national community.
3. A nation that is simply a historical and essential form of social bond has moral, political and economical tasks. In the national community, there is simply a moral and civilizational effort of individuals, moving into the possession of all mankind. Social bond is simply a sense of social responsibility, awakening naturally and spontaneously. household is simply a natural and basic form of social bond.
4. Man’s creative effort must include areas of moral and material values. Material values cannot be regarded as the highest nonsubjective of social action. However, they form the basis for the vital life of an individual and, above all, the basis of the state's strength.
5. The nation demands a man to serve. The state as the legal and political organization of the nation, by the nation created, defines the principles of service and ensures the best and comprehensive improvement of existing social energy in the nation.
6. As an individual, the state ensures the protection of its individual rights.
7. The individual rights of man are confined to the concept of human dignity and to the law of creative work. Human dignity consists in the freedom of spiritual development, the feeling of a social community as a brotherhood with another people, the feeling of legal independence. Legal independency is that man cannot be a slave to another man, he cannot be exploited by another man. The affirmative expression of human dignity is the improvement of personality, his willingness to service the nation and to sacrifice. Work is simply a law and a duty, it is simply a social function of an individual – it is simply a fundamental way of creating fresh values and a tool of creating greatness. Both intellectual and physical work remains under peculiar protection and concern of the state.
8. The state strategy guarantees a balance between the rule of service and the rule of individual freedom, between the rule of coercion and the rule of freedom.
9. The Polish State, organized by the Polish Nation, aims to carry out moral, political, economical tasks of the Nation. The State takes care of the comprehensive improvement of moral values which the nation can contribute to the general achievements of humanity, and the creation of conditions in which the Polish Nation can carry out its tasks.
10. The State faces the request to make strength and guarantee interior governance as a basis for the improvement of society and the improvement of the individual. Power is the condition of the state, and hence of the nation, in human history. The power is created by the nation's social energy, which has been acquired from all social layers, whose improvement and the power of the state must by all means support in order to overcome the civilization's poorness inherited from the past. Based on the Nation, the state creates its material strength in the field of armed defence and in the economical field, and moral strength.
11. interior governance in the state is based on social democracy. Social democracy is expressed in respect of the individual, in equality of life start and in ensuring the real right to work for each individual. The merits of the past cannot be a origin of privilege. Man in society means as much as he represents his personality and the values he produces.
12. The political strategy is based on the rule that governments in the state belong to the nation. The Nation appoints the Head of State and political representation, entitled to legislate together with the highest socio-economic representation, composed of representatives of the planet of work and cultural life.
13. The Head of State represents the executive power of the Nation. The Head of State shall appoint executive authorities liable for political representation of the Nation, exercise the right to submit legislative proposals, declare war and contain peace; during a time erstwhile political representation cannot act, it shall constitute rights beyond the amendment of the Constitution and shall then be served by the right to appoint a fresh successor. The Head of State appoints among the men of experienced Law Guards, whose task is to service the Council of the Head of State and Government in the field of legislative proposals and in the field of civilization of the State.
14. The executive authorities shall transmit as much administrative activity as possible to local and socio-economic authorities. The highest body of social self-government is the primary socio-economic representation, which interacts with political representation in the field of lawmaking. The chambers of employment are the highest executive bodies leading the country's socio-economic body under general state policy.
15. There is private and public property. Private property can be individual and social. The basis of economical life is private property – possession is the management of the Nation. Dissemination of property is simply a fundamental condition for social justice.
16. A man of work must be associated with his work workshop with property rights. The public ownership remains banks, social utility facilities and companies which, for peculiar reasons, cannot be in another ownership (e.g. the arms industry). All another workshops should be privately owned – tiny should be owned by an individual, in large ones – the applicable laws will warrant employees a share and enlarge it by putting down part of the earnings and fair distribution of profits. In this way, the workshop will become the property of employees, i.e. social property. Companies belonging to enemy capital will be donated to the labour teams and will be owned by them after repayment.
17. A private initiative under the general economical plan is the driving force of economical life. A state with a primary socio-economic representation sets out an economical plan, and while ensuring its implementation has the right to control, supervision and punishment. An appropriate monetary policy creates a private initiative implementing the plan, the most favourable conditions.
18. The wealth of the nation is its social energy and its ability to work. The state surrounds the workers with the legislative care of work and by the local government creates a social safety system. Social insurance is based on a strategy of universal contributions and a strategy of free medical care for workers and their families. The insurance strategy protects old age by acquiring ownership or capital through forced savings.
19. The state supports many families and creates conditions for better education of physically and spiritually healthy fresh generations. Families with many offspring will receive childless benefits.
20. The condition of the strength of the Polish organism is the improvement of manufacture and raising agriculture. The peculiar concern of the country will be to make the industrialisation of the country in a balance to the improvement of agricultural production, giving agriculture adequate economical strength and consumer absorption. The surplus of the agricultural population will be absorbed by the improvement of industries and maritime and land trade. In the national economy, there is no autary. It supports the improvement of basic industries and those that find natural foundations in the country. Intensification of agricultural and livestock production is supported and it is sought to bind it to the agricultural processing industry. The economical plan will take into account all initiatives, in peculiar communication, industrial and construction.
21. Earth is the priceless treasure of the Nation. Agricultural improvement should be based on a stock of land obtained from territorial rewinds and from the area of large agricultural property. Agricultural improvement will make many independent and indivisible farms and destruct dwarf farms.
22. Education is simply a fundamental and common good in the Nation. The state must guarantee the universality of education. Social reforms never produce a consequence unless they hit an enlightened society. Education is simply a tool for reforming social devices and the size of a nation. Free cultural creation is based on universal education, thus expanding the nation’s spiritual strength and the individual’s personality.
23. The conclusions from the past of civilizations and native past and the philosophical strategy of universalism are based on the needs dictated by the modern, Polish right state.
24. The essential and unchanging Polish state is greatness as the best warrant of independence. A country located at the hub of Europe between East and West cannot quit its interests and state of ownership in the east and west. Poland as a Central-European and Slavic country must strive to establish a state-owned Central European community in the name of common tasks of civilization and politics.
25. Poland wants to accomplish all its goals in the future by peaceful means. War is simply a moral and material cataclysm. Poland will never back distant from defending its interests and its honor.
26. The created program must be implemented. Poland suffers from excessive programming. This is due to the divided sphere of thought and action in the psyche of Poles.
27. In order to implement this program, a fresh kind of Pole is needed. The results depend on human values. For the tasks of building fresh Poland, a generation capable of this must be raised.
28. The demolition of the Nation on lines of non-existent issues inherited from the past must be removed. False lines of political division, specified as false social division, prevent the creation of the Nation. The last period, the period of disaster and at the same time the final attempt, produces the concept of dogmas of the Polish reason for the state, which as a constitution of goals should become the common property of the full Nation.
29. The size of Poland will make an act of the full Nation. The future of the Nation is simply a question not only of its social energy, but besides of its work – persistent and creative.
