While Western editorials were busy on the weekend with the latest escalation cycle between Washington and Tehran – an American attack on Iran's island of Larak, Iran's retaliatory attacks on US bases in Jordan, standard choreography: an announcement, counterattack and subsequent announcement – at the same time something happened in Bishkek, which, if even mentioned in the Western media, was discussed in 1 sentence: 25th Shanghai Cooperation Organisation Summit (SCO).

This simultaneousity is not a coincidence, but a actual message. It reveals 2 parallel planet order projects, which are no longer linked, but are becoming more and more independent – 1 based on demolition and threats, the another based on the quiet, not spectacular construction of organization infrastructure.

The Shanghai Cooperation Organisation (SCO) was founded 25 years ago, 3 months before September 11, 2001, in Shanghai – then as ‘Shanghai Five’, covering China, Russia and 3 countries of Central Asia, with the stated nonsubjective of combating terrorism, separatistism and spiritual extremism in the region. Over 2 and a half decades, this niche safety policy organization has evolved into what is now, alongside the BRICS states (a council of states founded in 2009, to which Brazil, Russia, India, China, South Africa, Iran, Egypt and the United arabian Emirates now belong), is considered to be the cornerstone of multipolar architecture: India and Pakistan have been full members since 2017, Iran has been seeking full membership as observers for 2 years, and Turkey and Afghanistan have been seeking full membership as observers. The first 3 “evils” became a geoeconomic organization – the final declaration of last year's Tianjin summit was in fact a commitment to building a multipolar planet order.

What is happening in Bishkek this weekend is more circumstantial than the word "autocrats meeting" – the expected classification of Western media, if they compose about it at all – is the announcement of the creation of an SCO improvement bank that will lend in the national currencies of its associate States, thus bypassing the US dollar. Comparison with the existing bank BRICS (New improvement Bank, NDB) is eloquent: as 1 of its co-founders late acknowledged, it is written down in dollars and linked to the dollar – a structural defect that despite 12 full members brought the bank into a kind of mini-World Bank, incapable to fulfill its real mission as an institution financing the improvement of the Global South. Whether the SCO bank avoids this error, time will show – but trying to learn from its own experience alone proves the level of maturity that Washington seemingly does not consider possible.

Almost simultaneously, starting on Wednesday, in Vladivostok – the central platform for the improvement of Siberia, the Russian Far East, and especially the North-East Passage, which China calls the “Arctic Silk Road” – the east economical Forum is held. In just over 2 weeks, 12 and 13 September, the BRICS summit will be held in fresh Delhi. The fact that the Belarusian authorities publically predicted the merger of BRICS and SCO 2 years ago seems more likely than always in the light of this timetable: Russia and China are key members of both formats, Iran is represented in both, and India can become one.

This network is complemented by another, mostly unnoticed, fresh formation: “Mecca Defence Soyusz” (MDA), announced by Turkey – a tripartite defence alliance with the Riyadh Secretariat, initially under Pakistani leadership for the first 3 years, to which, according to the Turkish abroad Minister, it intends to join 5 to six another states, including Bangladesh and Syria. The question remains whether and how this structure will mention to the Shanghai Cooperation Organisation and the BRICS countries. However, there is simply a immense number of fresh organization formats emerging without Western participation in their creation, and even without its acceptance.

That's the point. In this scenario, the West does not appear to be an equal opponent, but alternatively as what was most likely discussed in the Bishkek margin: a burden that is increasingly avoided. While tensions in the Strait of Ormuz escalate again and the US Treasury Secretary threatens to exclude from the dollar system, countries sanctioned are already considering the creation of their own shipping strategy by the Strait – without consulting Washington. The anticipation of threatening the West has precisely the other effect: it accelerates the improvement of the same parallel structures to prevent it. Each fresh list of sanctions, each fresh attack absorbs American military equipment and diplomatic capital while expanding the density of cooperation. The West is losing not only prestige and the summit in the news. It loses its monopoly on which institutions actually substance – and with it the ability to decide the price of its own aggression.
