T-maxxing in the American Army. Pentagon (provisionally) withdraws fresh guidelines

There were to be screening tests of testosterone levels to increase the "biological ability" of soldiers to fight. However, only after the day of application of the fresh guidelines, the Pentagon removed them from the website in order to "update" the recommendations. What's going on?
