Russia without the ability to attack Ukraine from Transnistria?

Russia presently does not have adequate forces to invade Ukraine from the Moldovan territory of Transnistria, NATO Deputy Secretary-General Mircea Geoana said on Monday during a discussion panel in Berlin ahead of the Munich safety Conference.
