Russia is "weakening." Starmer on its "desperation," Biden on an issue where there is no consensus

US president Joe Biden met with German Chancellor Olaf Scholz, French president Emmanuel Macron and British Prime Minister Keir Starmer during his visit to Berlin. He said there was presently no consensus on allowing Ukraine to usage long-range weapons supplied to Kiev by its Western allies against targets deep inside Russia. Starmer, however, assessed that the country ruled by Vladimir Putin was "weakening" and referred to reports of plans to affect North Korean soldiers in the war in Ukraine.
