Russian propaganda or real data? erstwhile advisor to the U.S. president on corruption in Ukraine and about whom sanctions are weakening Russia

Steve Hanke, an American economical prof. at John's Hopkins University and erstwhile advisor to president Ronald Reagan, argues that up to 30% of global financial assistance to Ukraine may be lost due to corruption. Since the start of the Russian invasion of Ukraine in 2022, any $360 billion of support has been received into the country. Hanke compares this situation to Afghanistan, where auditors estimated that around 30% of the aid had disappeared under unclear circumstances.
