We remind all citizens of the Republic of Poland, including president K. Nawrock that according to the Constitution:
(Article 1)
The Republic of Poland is the common good of all citizens.
(Article 4.)
- The superior authority in the Republic of Poland belongs to the Nation.
- The nation shall exercise authority by its representatives or directly.
(Article 7)
Public authorities operate on the basis and within the limits of the law.
(Article 8, point 1.)
The Constitution is the highest law of the Republic of Poland.
(Article 9)
The Republic of Poland respects its binding global law.
(Article 82.)
The work of the Polish citizen is to be faithful to the Republic of Poland and to care for the common good.
(Article 83.)
Everyone is obliged to comply with the law of the Republic of Poland.
(Article 1266, point (2))
The president of the Republic shall guarantee that the Constitution is respected, he shall safeguard the sovereignty and safety of the State and the integrity and indivisibility of its territory.
(Article 130)
The president of the Republic shall take office after the following oath to the National Assembly:
"By assuming the office of the president of the Republic of Poland by the will of the Nation, I solemnly curse that I will stay faithful to the provisions of the Constitution, I will defender the integrity of the Nation, the independency and safety of the State, and the welfare of the Homeland and the welfare of citizens will always be the highest command for me."
The oath can be made with the addition of the conviction “So aid me God.”

Another city that took up the organization of the structures of the Reduta of Poland is Białystok. I invitation you to a gathering next Saturday (August 22nd) at 5 p.m. on Warsawska 14 (entry from the side of the building!).
Just remember that this is not an election gathering and I am not coming to talk, but to build another bastion of our Polishness there. So it is not about filling the hall, that the crowd in the camera looks good, but about organizing those whose war position for Poland is not indifferent and do not agree that a bunch of sold traitors in power should keep our safety, well-being and even life.
I invitation you to meet all those who feel Polish, love our land, share Polish values, want to live here and build their future. Let us unite our efforts and make a Polish representation, so that power can feel the breath of the nation on the neck and does not get so tired in declarations that we must “murder the mosquitoes” or another “Soviets” due to the fact that we all know who it is and it is not the will of our nation! So let us halt telling you that you gotta build a wall on the border! Let the communicative about Poland as an advanced institution for fighting for abroad interests end. Let's build bridges and gates. Let's get rich on it. Let us benefit from good neighbourly relations, not conflicts that drive capital into arms companies, oil companies and global corporations. erstwhile in history, let's effort to be wise before harm!

NOTIFICATION OF A SURVEILLANCE
Pursuant to Art. 304 §1 of the Polish Parliament, I inform about a legitimate suspicion of committing a crime in connection with public statements by the president of Poland, Karol Nawrocki, delivered on 6 August 2026 during a speech on the occasion of the first anniversary of the swearing-in.
I would like to ask you to examine whether these statements are exhaustive in particular:
1. Article 256 § 1 k.k. – a public call for hatred against a national background;
2. Article 257 k.k. – public insult of the population group due to its national affiliation;
3. possibly another criminal law provisions.
EXPLANATORY MEMORANDUM
In an authoritative speech, the president of Poland, referring to the Russian-Ukrainian War, said:
“Let them execution the Soviets who attacked them, and we Poles, it does not hurt at all. In this respect, they can always number on our help, due to the fact that where you fight Moscow, Poland helps, even if it does not participate straight in this war.”»
He then stated:
“Yes, it is our business to fight as long and as efficiently as possible.”
The speech was publically delivered by the President-in-Office of the Republic of Poland and is in the authoritative evidence of his speech published by the Chancellery of the president of the Republic of Poland.
I do not question the right to criticise the Russian Federation or the right of Ukraine to defend against aggression. However, doubts concern the usage of the terms "Soviets" and "Moscal" combined with the approval of killing and violence.
The wording of:
“Where you fight Moscow, Poland helps”
which may be understood as the approval of force against persons referred to by nationality. ‘Moscal’ is simply a word referring to a Russian and may be pejorative.
At the same time, I see that the president utilized the word "Soviets who assaulted them", which may indicate that he meant Russian aggressors or soldiers, alternatively than Russians as a full nation. However, this situation requires an assessment in the context of the full occurrence.
I so decision to find whether the statements in question were:
– support for Ukraine's fight against Russian armed forces,
or
- public call for hostility and force against Russians as a national group.
In particular, I ask you to measure whether the usage of the word ‘Moskal’ in comparison with the declaration ‘there Poland helps’ and the words ‘Let them execution the Soviets’ do not exhaust the meaning of Article 256(1) or Article 257 k.k.
APPLICATION FOR SAFEGUARD OF PROVISION

COMMUNICATION
As a citizen, I am profoundly appalled by the infantilism and the form of the head of state's message about killing people. The president of the Republic of Poland should be expected to have a peculiar work for the word, especially in matters of war, force and relations between nations.
This is my civic assessment and does not prejudge criminal liability. I decision for an nonsubjective legal assessment by the competent authorities.
I am aware of the peculiar government of work of the president of Poland resulting from Article 145 of the Polish Constitution.
