We are witnessing an unexpected phrase in “Eastern Policy” by the government and Prime Minister Tusk personally as a signal of this surprise. Until recently, the border with Belarus was closed, and Alexander Lukashenka was called an interior satrap and a tool in W. Putin's imperial policy towards east Europe and even beyond the border of the "holy river Oder".

I do not know whether the dreams of the Inter-Mediterranean, the Tri-Mortal, or the construction of a sanitary belt between the “Russian World” and the planet of “West Democracy and Tolerance” have passed, or whether the causes are trivial and come down to common “kindness” between Presidents Trump and Lukashenko and the decisions of the most crucial decision makers of Chabad Lubavich, to whom the position was given— “execut”!

There is most likely no consensus between the fresh York and London office about further action in Central Europe, mainly in the russian space. Hence this corduroy in Ukraine and hence the astonishing “decision” of Vilnius and Warsaw. On the occasion of the European Union Cohesion and Border improvement Forum held on 28 October in Białystok, which brought together representatives of government, local government and entrepreneurs Podlasie Prime Minister D. Tusk (although with pain drawn on a “worried face”) stated the phrase in the border policy with Belarus. This was applauded by the assembly.

The future and safety of east Europe are developing today “This was the motto of the Forum with the participation of political and business leaders, focusing on the integration of defence-oriented activities with improvement investments, cybersecurity, intelligent specialisations, economical and technological transformation.

As was the case in the ‘serious forum’, a ‘serious declaration’ was besides adopted, the following:

DECLARATION OF THE SUBLAST

on the cohesion and improvement of the border regions of the European Union

We, the participants of the European Union's “Forum of Cohesion and Border Development” devoted to the future of the EU's east border regions, gathered in Białystok on 28 October 2025, in the presence of representatives of the Sejm and the Senate, the Government of the Republic of Poland, the European Commission and regional authorities, emphasise that:

• The east border regions of the European Union are now a strategical buffer of security, social and economical resilience throughout the Community. They defend the borders of the full Union while bearing the peculiar costs of migration crises, the Russian Federation's aggression against Ukraine and the breach of conventional trade ties with east neighbours.
• Their development, social and economical possible must be treated as a substance of strategical importance for the Community as a whole. We call for the adoption and implementation of the Pact for the east Border Regions of the European Union, as a strategical instrument within the framework of the Union's cohesion and safety policy for the period 2028 to 2034, which will ensure:

1. peculiar improvement and safety position for border regions – designation in EU government of unique challenges for border regions, including their function in protecting external borders and managing the consequences of geopolitical crises.

2. Dedicated financial and legislative instruments – higher levels of co-financing, relief schemes in public tributes, preferential treatment in fund-sharing algorithms, flexible rules for thematic concentration.

3. Support for strategical investments in safety, transport infrastructure, public health, cyber resilience, energy and agriculture – treated as elements of cohesion and resilience across the Union. At the same time, we stress that the carry-over of cohesion funds for military purposes could undermine the improvement potential, especially of the least developed and border regions, which would be contrary to the foundations of cohesion policy.

4. Compensation and economical recovery mechanisms for businesses, local communities and sectors affected by trade and migration break-up.

5. Human capital retention and improvement programmes – including investment in education, competence

The future, professional mobility and social innovation.

6. Permanent European initiative for border regions, with clear mandate, budget

and coordination mechanisms between management levels. We call on the European Commission, the European Parliament, the Council of the EU and the governments of the associate States to include these principles in the legal and financial framework of the Union for the years 2028 to 2034 and subsequent programming periods.

We are committed to working closely together in a multi-level partnership from EU institutions and national governments, to regional authorities, local governments, cluster initiatives and local communities to building strong, resilient, safe and integrated regions at the east borders of the European Union. east border regions are not only a border but besides a gateway to an integrated and solidarity-based Europe.

Reflection:

As I recall, in the comparatively close past, the alleged east Partnership programme was already formulated, at the initiative of Poland and Sweden, to strengthen cooperation between the EU and six countries of east Europe and the South Caucasus: Ukraine, Moldova, Belarus, Georgia, Armenia and Azerbaijan. The programme was officially launched on 7 May 2009 in Prague. The east Partnership was to be a continuation of the EU enlargement programme after the successful (for Western decision-makers) enlargement in 2004 (including Poland's accession to the EU).

Of the six countries mentioned, only Belarus has so far resisted pressure. A strong and hard colonial variant was applied to Ukraine. In view of the remaining 4 countries, a mixed variant of controlled chaos and political corruption and oligarchism.

I inactive have in my ears the content of brazen political blackmail and proposals for political corruption by Radosław Sikorski from the beginning of 2010 – publically delivered in relation to president of Belarus Alexander Lukashenka. This impudence and lies about the investigation of Poles then prompted, i.e. in 2010, the squad of the WPS Production, to ask the Embassy of the Republic of Belarus in Poland for express consent to the implementation of the documentary study "Poles in Belarus", and a year later the study "Second Japan".

Currently, after 15 years of experience, after the Kiev Maidan of 2014, ; after many years of economical sanctions and political isolation attempts alternately with the instigation of the Majdan in Belarus; after more than 3.5 years of war of Russia's proxies with Ukraine (or, in fact, NATO), the West, unfortunately, begins one more time the process of disassembling the cohesion of Belarus and Russia through soft economical and political levers and hard military blackmail and threat of possible armed conflict, whose main victim in addition to the so-called. Pribaltics can be Poland and Belarus.

The effects of the fresh regional gameplay, and possibly even over-regional, should be visible in the next 6-12 months.
