New tribunal to justice Russia's aggression against Ukraine. Where is it expected to be created?

Dutch chief of diplomacy Wopke Hoekstra said that the Netherlands is ready to have a fresh U.N.-backed tribunal on its territory to justice Russian crimes against Ukraine.
