Missing element. Why is Polish not in the European-Ukrainian rocket shield?

During the last gathering of the "coalition of the willing", an agreement was concluded on the construction of a rocket defence strategy based on European solutions, primarily for the needs of Ukraine. Polish is not among the participants of this project. Why?
