It is completely different with the elites of countries which, in their economical interest, consider wars to be an effective tool. These elites, in fear of public reaction, usage provocations and lies to justify the war.

However, the most crucial conclusion of the protocols was that the thesis on the massacre of the civilian population should be considered at least "unproven".
