The management of the money from the Justice Fund from 2021 to 1923 was – as stated in its March study of this year's ultimate Audit Chamber – contrary to the principles of transparency, intent and savings. The money was intended to aid the victims of the Fund for Harmful Assistance and Postpenitentiary Assistance – the Justice Fund was created in 2012. He had first of all – emphasizes NIK in the study – to aid victims of crimes. Legal, intellectual or material support for these persons, financed by means of convictions, was to be an expression of social justice on the 1 hand and, on the another hand, of the state's concern for the injured. The money the courts justice from the convicts should so go to the victims and aid the prisoners return to society. Meanwhile, the Ministry of Justice created a strategy of free and almost uncontrollable possession of millions. The full amount of irregularities found is as much as PLN 266.6 million. They gave their guidance In their report, the NIK reveals how the Justice Fund's managers “set up” competitions for NGOs. 15 open competitions hit the eye. As a result, the controllers discovered gross examples of breaches of the principles of fair competition. Officials of the Ministry of Justice informally supported the selected entities even before the call was announced. They provided guidance on how to change or supplement applications to win. The list of favored bidders, which indicates NIK, includes, among others, the Foundation Strong in Spirit, the Fidei Defendsor Association, the Foundation of the Center for Harmful Assistance and Crime Prevention, the Association of Friends of Media, the Institute of Systemic Law, the Foundation of the Warsaw Seminar of Administration Axiology. The force on the members of the competition committees The Ministry of Justice's leadership influenced the members of the competition committees and their evaluation of the substantive projects. Despite this, the evaluation cards were further verified by the management of the Justice Fund Department or another staff designated for this purpose. They submitted their suggestions for changing their assessments in order to get the individual bid scoring expected by the department. This mechanics was used, among others, for the

Another mechanics for influencing the results of the competitions was the transfer of selected tenders for reassessment. It has been applied to at least 4 tenders which were originally low rated and did not qualify for funding. They were then transferred to another evaluators who granted them assessments and credits this time. The highest of discretion was the alleged letter rating. This is simply a full subjective criterion that has become above authoritative scoring. This allowed the minister to grant the grant to whom he wanted, ignoring the results of substantive analyses. Where were the victims' money going?Under the cover of "anti-crime" projects were funded, which had nothing to do with helping victims. On the list of specified expenditures, NIK placed: PLN 66 million for the investment of the
Profeto.pl Foundation (construction of the centre), acquisition of motorhome under the pretext of providing legal advice, financing of mountain and street gears, grants for movie festivals, construction of web portals supporting a peculiar political party. Most of the aids examined in the area of crime (16 of 18) NIK found it pointless. Nearly 99 million PLN was spent on them. The money went on an aggressive promotional run In 2023, the electoral year, the operating and promotion costs of the Justice Fund went up sharply. The operating costs were exceeded by over 140 percent (from PLN 11.6 million to PLN 28.2 million). The money was spent mainly on an aggressive promotional campaign. The auditors stated that these activities were utilized to build the image of circumstantial individuals from the Ministry's then management. run performers were frequently selected without the application of public procurement law, keeping only the appearance of competition. The peculiar strength of specified activities was identified in 2023, in which the election run for the Sejm and the legislature was conducted. Control conclusions In its follow-up proposals, the NIK assessed that ‘it is essential to take urgent, systematic corrective action to prevent the future uneconomic and untargeted usage of the Justice Fund’. Among them are, inter alia, the restoration of the Fund's nonsubjective character and clarification of its tasks and the improvement of nonsubjective criteria for assessing tenders.
