The study of the ultimate Chamber of Control, covering the years 2018-2023, has 150 pages. The auditors focused on analysing the organisation of the visa system, the activities of the Minister of abroad Affairs, the creation of the Visa Decision Centre and the organisation of voting abroad before the 2023 elections. It turns out that according to NIK, only the organization of voting circuits was positive. In another areas, the audit results are very unfavourable.
Visits for ‘specialists’
The study shows that 1838 visas were issued to citizens of the Russian Federation, allowing them to enter Poland under the programme Poland. Business Harbourwhich, according to the NIK controllers, had no legal basis. NIK noted that the main work for the visa scandal was the erstwhile Deputy Minister of abroad Affairs Piotr Wawrzyk and then Minister Zbigniew Rau.
What he was Poland. Business Harbour? The program has now been stopped, but we can inactive find a description of it on the government website. As we read: A comprehensive package, facilitating IT specialists, start-ups and another companies to easy relocate to the territory of the Republic of Poland. Thanks to the package of services, it will be possible to learn, among another things, how rapidly and efficiently to start operations in Poland, to get support for relocation of employees and their families or to receive legal and visa assistance in the form of "business union". At least it was in theory. As it turns out, the program had no legal basis and was not even written down.
Millions more immigrants
NIK states that due to the way Zbigniew Rau led the resort, besides in breach of regulations, there was an uncontrolled issuance of visas in Poland. The auditors indicate that between 2018 and 2023 more than 6.5 million visa applications were received in Poland, of which 6.2 million were considered positively. Most visas were granted to Ukrainian citizens (3.4 million), then Belarus (1.6 million), and the Russians were granted over 500 1000 visas. The citizens of 76 Muslim states and African countries received over 366 1000 visas.
The MFA operated at least from 21 November 2022 to 4 May 2023 an untransparent and corruptive mechanics for influencing any Polish consuls in speeding up visa processing and issuing visas without the individual appearance of an applicant. Within this framework, the Secretary of State, Piotr Wawrzyk, has repeatedly overstepped his powers exclusively to the abroad Minister – reads on the portal.
Third parties were besides active in issuing visas, which benefited from the mediation of Piotr Wawrzyk and the staff of the Consular Department. They were people or companies who earned from respective to 30 1000 PLN on the sale of Polish visas.
