Is there a income limit?
It is inactive unclear whether the "grandmother" strategy will apply to the income criterion. This question arises in the context of an earlier akin self-government programme, which operated with a income limit.
We are talking about the “Bon of Care” provision introduced in Szczecin. This programme provided for support of PLN 500 per kid under the age of 3, allowing parents to choose the preferred form of care for their child. At the time there were certain income limits for household members who decided to qualify for this support. On holding 1 child, the limit was 1922 gold, and in the case of 2 children it was raised to 2,200 gold.
Similarly, the question of the income criterion for the fresh "grandmother" strategy is understandable, as income limits may affect the availability of specified support to families.
