Last bell to vote by correspondence

By 5 May, voters with disabilities, or who at the latest on the day of voting in the presidential election turn 60, may declare their intention to vote by correspondence. Then the deadline for reporting the intention to exercise the right to free transport to the electoral premises by these voters is passed. Where and how should a notification be made?
