The Chinese lobby is pressing president Charles Nawrocki? And the Confederate repeats to them in the defence of "economic freedom"? A simple, boring Act on the National Cybersecurity strategy (KSC), which could reconcile the most disputing sides of political dispute, and here specified emotions.
When I compose this, the president has little than 2 days to decide on the bill. The name "National Cybersecurity System" already works like a sleeper. She's technocratic, emotionless, no political claw. Perfect to ignore her.
That's a mistake. due to the fact that it's 1 of those laws that doesn't make noise, but they decide if the state works. Or if it stops at the least expected moment.
Polish post-fact consequence school
We have a repetitive pattern in Poland. First disregard, then surprise. At the end of the panic and the question, “How did this happen?”
Cybersecurity is perfect for this. As long as systems work – the subject does not exist. erstwhile they stop, it turns out to be a fundamental matter. This bill is precisely about not waking up after the fact.
A fewer days ago, there was a communicative that shows the scale of the problem. A soldier of the Polish Army tried to enter the unit in a Chinese car. Modern, high-tech electronics, cameras, systems. He didn't come in. The decision was simple: besides much risk.
And no 1 had a problem with that. On the contrary, it was a reflex of common sense. No 1 wants possibly abroad intelligence, service, or simply another country to have access to the image or data from the military unit. Or another delicate places.
Let's keep moving. erstwhile we think of ourselves, of our own health, of money, but above all of our loved ones, family, children – do we want to put them in danger in the name of expected economical freedom?
Banking, hospitals, clinics, public transportation, energy, even entertainment. I can exchange and exchange, but for these areas safety is expected to supply a bill that is already there and waiting for the signature of president Nawrocki.
Moreover, it is almost different that as many as 407 of the 434 Members and Members of the Parliament voted in favour of the bill. From PiS – 169 to yes, 6 people abstained and 1 objected. The full coalition ruling almost unanimously 'for' broke down and only 1 PSL MP abstained.
On the another hand, in both the Confederate (Brauna and Mentzen) – objection or safe, but abstaining. And that leads to more questions.
ABW at a secret committee meeting
The implementation of the National Cybersecurity strategy in Poland is multi-threaded. In addition, it is delicate adequate that even ABW agents appeared in the Sejm at a peculiar and classified gathering of the Digitization Commission.
The gathering was classified, so it is unclear what happened, but we know that we were talking about a "dangerous lobby" which applies pressures to the president of Poland Karol Nawrocki. 1 question is, how will Nawrocki himself respond to these pressures, the another – what kind of lobby is this, that the ABW is taking care of him?
On February 19, it will be revealed whether the President, with the support of his own environment, will sign the bill. Or possibly she'll mention her to the Constitutional Court, where she'll be stuck. Or even veto. Further questions are whether he is closer to the Confederate or inactive to the Law and Justice that launched him.
As for the representatives of the Confederation, they claim that the KSC Act may hit economical freedom and Polish entrepreneurs who will be forced to exchange costly equipment for a fresh one.
No, that's not all. In the background is even a blockade by China of the way for poultry from Poland. And poultry from Poland going to China is simply a large thing in the Polish economy.
Reading it, it's not hard to find out that the case has so many threads that it's hard to catch on.
Therefore, in order to explain as simply as possible what is truly going on here – it takes an expert. This is Michał Kanownik, president of the Digital Union of Poland, who knows the provisions of the KSC Act from the lining.
Myths around the KSC Act. What's it truly like?
The bill will lead to overregulation and burden entrepreneurs? We can't talk about overregulation. It is 1 of the top myths around this bill, duplicated by its opponents. We are talking about the implementation of European regulations that have long been in place in many countries. frequently in a much more restrictive form than the 1 proposed in Poland. Our regulations on this background are mild and liberal," explains Michał Kanowicz.
One of the loudest arguments the opponents of the bill are possible costs – even billions of PLN and an increase in service prices.
– Threatening Poles with billions of costs or rising net prices is playing with emotions. These calculations are unbelievable due to the fact that we do not yet know what kind of equipment will be exchanged and who precisely will be covered by the regulations. There is no reason to claim that the average user will feel the negative effects of this act – added the president of the Digital Union Poland.
Furthermore, the decision will not call for a change of equipment from day to day.
– Even if any equipment is considered dangerous, the marketplace will have between 4 and 7 years to replace it. So we are talking about a natural cycle of technological modernization, not about a abrupt shift that would destabilize businesses," explained Kannik.
Poland needs security
Moreover, as Kannik reminds us, Poland is now the most frequently attacked country in Europe in cyberspace. We are a country in front of us that is at large hazard from countries that are hostile to us. We are subjected to various kinds of attacks, pressures and provocations.
– That is why we must have the right tools to effectively defend our infrastructure," he emphasises.
As he adds, he himself does not remember, surely not in this term, so broad support for any bill.
– This shows that, in matters of State security, it is possible to agree beyond divisions. And this should be an crucial signal erstwhile making the final decision – he says.
– It's not a business act. This is simply a regulation on the safety of the state and of all citizens. In specified cases, we cannot trust solely on an economical account, but on a real hazard to critical infrastructure," concludes Michał Kanowicz.
