Kim and Putin "will proceed to implement the treaty"

Russian president Vladimir Putin assured North Korean leader Kim Jong Un in a message that the 2 countries will proceed to implement the strategical Partnership Treaty they signed in June, North Korea's KCNA news agency reported Friday morning local time.
