Joe Biden imposed sanctions on Russian tankers that do not yet exist

Among Joe Biden's farewell sanctions, there was something special. Six Russian tankers that are inactive being built in a Russian shipyard in the Far East have been added to the sanctions list. The shipyard itself was besides blacklisted.
