The Road Transport Inspection carried out an enhanced inspection of abroad operators' trucks in order to reduce unfair road transport practices. This is the wake of the protest of Polish carriers on the border with Ukraine.
As a consequence of the amendment of the Agreement between the European Union and Ukraine, Ukrainian drivers were given the chance to enter the European Union, as part of bilateral and transit services, without authorisation. In consequence to unequal competition from Ukrainian carriers, Polish transport operators request the restoration of the work to have permits for global road transport of goods and the exemption from registration in the electronic strategy of queues of Polish trucks returning from Ukraine empty. The Ukrainian government introduced compulsory registration in the alleged e-rail.
The head of the Ministry of Infrastructure announced increased controls on access roads to border crossing points with Ukraine.
The checks carried out by the Inspectors of Road Transport Inspection are very detailed and there were many, but at the request of Polish carriers these checks will be intensified. Inspectors shall verify that drivers have the required documents, that vehicles are technically efficient, that working time standards are respected, which is carried out, under what conditions and that transport is carried out in accordance with the regulations. – Minister of Infrastructure Alvin Gajadhur.
Since the beginning of the year, inspectors of the Road Transport Inspection conducted nearly 181 1000 inspections. Almost half of them, over 84,000, are controls by abroad entities, including those from outside the east border.
In spite of claims in the media, intensified controls besides include Ukrainian carriers. all year ITD inspectors control respective 1000 trucks from Ukraine. Over the last 11 months, inspectors from Provincial Road Transport Inspectorates have carried out nearly 15,000 inspections of vehicles belonging to Ukrainian carriers, which represents over 8% of all inspections carried out and over 17% of abroad operators checked – Minister of Infrastructure Alvin Gajadhur.
As a consequence of these checks, 9409 irregularities were found. Inspectors issued 1020 decisions and imposed 5564 mandates under the Road Transport Act and 944 mandates under the Road Traffic Law Act. Together with the Inspectors of the Road Transport Inspection, increased inspections on the roads will be conducted by officers of the National taxation Administration, Border defender and Police.
The National taxation Administration will support the Road Transport Inspectorate and the Police in inspections carried out primarily on access roads to border crossings, or at stops. In particular, the officers of KAS will check whether the goods declared are actually transported – Head of the National taxation Administration Bartosz Zbaraszczuk.
Undersecretary of State in the Ministry of the Interior and Administration Bartosz Grodecki stressed that the Border defender and the Police, apart from regular control activities, focus mainly on maintaining public order at border crossings, in their vicinity and on access roads.
We decided to channel additional forces and resources to support services in the Lublin and Podkarpackie provinces. We will besides support the Inspectorate of Road Transport and National taxation Administration in order to destruct as much as possible any irregularities that arise in the transport of goods to Poland – Undersecretary of State in the Ministry of Interior and Administration Bartosz Grodecki.
The Road Transport Inspectorate together with another services besides controls a number of aspects related to the functioning of transport undertakings. Companies that most likely operate utilizing Belarusian or Russian capital are checked, among others. The checks concern different areas of business, including the compliance of entrepreneurs with transport regulations, the fulfilment of the conditions essential for the pursuit of the business of road transport operator, or the legality of the employment of workers and the existence of an operating base.
