In consequence to the increasing geopolitical threats and the request to strengthen national security, the Polish Association of Construction Employers organised a conference dedicated to defence construction and civilian protection. The event brought together representatives of government administration, troops, rescue services, technological institutions and construction and plan companies.
The conference was opened by Dr. Damian Kaźmierczak, Vice president of the Polish Association of Construction Employers and president of the Defence Construction Committee, who indicated the key function of the home construction manufacture in the process of carrying out defence investments and military projects for the military.
Honorary guests of the conference – Krzysztof Bosak, Deputy talker of the Polish Parliament and Wiesław Leśniakiewicz, Deputy Minister of Interior and Administration stressed the importance of coordinated actions for the improvement of defence infrastructure, responding to current challenges of state security.
During the opening, a letter was besides read to the participants of the conference from Władysław Kosiniak-Kamysz, Deputy Prime Minister and Minister of National Defence, in which he wrote: – Ensuring the safety of Poland and its citizens is simply a process which requires continuous commitment from many entities. Today, in a time of large challenges and safety threats, it is crucial that we all realize the importance of working together, developing effective policies and building strong and resilient communities. (...) I hope that this gathering will be a applicable forum for strengthening cooperation in this area and an chance to specify the priorities, opportunities and limitations to be overcome. The issue raised at this conference is an crucial part of our efforts to strengthen the resilience of the state and its citizens in the context of the ever-increasing threats. I thank the organizers, including the Polish Association of Construction Employers, and all participants of the conference for their comprehensive approach to this subject and for their willingness to share Your knowledge, experience and insights.
Discussions
The discussions planned during the conference afraid both a broad geostrategic context and circumstantial aspects related to the implementation of construction projects. Experts pointed to the changing global situation and expanding expectations of the state in terms of civilian protection and critical infrastructure. Government plans, investment needs and possible of Polish executive and plan companies, which – as noted – should be an active associate in the transformation of the safety system, were discussed.
A large deal of attention has besides been paid to technological challenges, including plan taking into account military threats or the usage of modern digital solutions, including in peculiar . In addition, experts from the Military Property Agency, the discipline and investigation Centre for Fire Protection and the private sector presented the specificity of plan in terms of military threats and identified areas requiring legislative and organisational support.
Analysis of the legal framework
An crucial component of the conference was the analysis of the legal framework for contracts in the defence sector. Law firms and contract advisers discussed tender procedures, certification requirements, confidentiality clauses and formal barriers to the efficient execution of the investment. The request to simplify the rules and adapt public procurement systems to the defence sector, including NATO and US Armed Forces standards, was highlighted.
The last part of the event was devoted to financing investments. Panelists – representatives of banks, insurance companies and executive companies – debated about ensuring stableness and liquidity in a situation of advanced volatility of investment costs and risks. It was pointed out that the success of strategical projects depended not only on technology or legislation, but besides on efficient planning, financial predictability and partnership between the public sector and performers.
The Conference on Defence and civilian Protection showed that the subject is no longer just a domain of military or emergency services – it is simply a common area of administration, science, manufacture and the financial sector. The gathered experts stressed that Poland has the possible to make modern and resilient defence infrastructure, but this requires consistent legislative, investment and organisational action.
