Eurasianet: Kazakhstan seeks UN reform

President Kassym-Żomart Tokayev tries to position Kazakhstan as a leading advocate for changing the architecture of global relations in a way that will give average "powers" a greater impact on global affairs.

In his beginning speech at the Astana global Forum on 29-30 May, Tokayev expressed his full support for returning to a global order rooted in multilateralism. In his opinion, while many emerging threats, specified as global warming, are of an global nature, the reactions of individual countries are increasingly fragmented. He added that the disintegration of the existing global order puts countries ahead of a choice between inclusive advancement and destructive fragmentation. Tokayev spoke besides far-reaching a structural improvement of the United Nations to “reflected the planet as it is, not as it was”.According to the opinion of the president of Kazakhstan, in order for the UN to regain its importance, the safety Council should extend to take account of the greater contribution of medium-sized states to political debates.

Speaking English and not naming the United States, the European Union, Russia and China, the president of Kazakhstan argued that the average countries deserve an equal share in creating a new, inclusive fresh order. He added that in exchange for more influence in debates responsibility. Tokayev made it clear that he wanted Kazakhstan to aid lead the fight for change. "We are entering a fresh phase of global development. [...] That is why we request to grow the ellipse of cooperation. Kazakhstan is ready to contribute to this change — as a consensual thought builder and trusted partner in different regions and cultures’ “Tokayev said.

The global Forum in Astana was inaugurated in 2023 in part as a tool for fulfilling Kazakhstan's ambition to become a "average power" that has diplomatic and economical implications for regional and sometimes global affairs. Deputy abroad Minister Roman Vasilenko described the forum as a consequence to the call for greater diplomatic engagement of Kazakhstan. The Kazakhstan authorities would like the Forum to become an arena for medium-sized powers to discuss public policy over time.

“We have a complicated ahead of usthe future – partially full of promises, partially full of dangers, the results of which will depend not on the declarations of few, but on the cooperation of many" said Tokaev. The Astana global Forum was created to support this cooperation by offering a platform based onmutual respect and open exchange.
