Envelope Elections 2020. How the strategy defends the system

A failed effort to organise the alleged "envelope election" in 2020, fewer people remember. This does not apply to the Citizens' Network Watchdog Poland, which has for 22 years ensured transparency of the activities of state and local institutions.

A fewer days ago, on the website of the association there was an entry about the activities carried out on 478 local governments, which illegally transmitted the Polish Post of the list of voters, which active a violation of individual data protection regulations.

The work performed by members and volunteers of Watchdog Poland is an evenement on a national scale and the best example to follow by those for whom transparency of the functioning of the state is 1 of the priorities.

In the material prepared by Martyna Bójko and Agnieszka Zdanowicz, we read, among others:

We asked (for a letter) 2477 communes, after many reminders and calls from our side, on request for information on this substance answered all (although any answers we had to enforce over 3 years).

But before we had the answers from the most slow offices, in May and June 2020, 138 people and I analysed 2 186 papers together, and on this basis we prepared report. Then we systematically updated the data, placing it on map and the final number of municipalities that gave Post to the Polish list of voters is 478. Or at least that's what the information we're getting is.

Our next step was to submit notifications to the prosecutors about the suspicion of the crime committed by those authorities who transmitted the data of voters of the Polish Post without a legal basis. We did it gradually, hoping that the prosecutors would at least begin the proceedings.

In total, between 2020-24, we submitted 477 notices to the prosecutor's office. In the vast majority of cases, investigations or investigations were refused. In specified situations, we made a complaint. While in 2020 the judges were willing to accept the position of prosecutors, in 2022 a series of favorable rulings appeared.

But then there was a change of power and a long-awaited return of action, possibly not on the self-governments who transmitted the data, but on the perpetrators of the full confusion, that is, the organizers of the alleged envelope election on the side of power. A committee of enquiry was set up, which ended work on October 10, 2024. The consequence is notifications to the D.A. about the anticipation of a crime committed by 19 people, including Jarosław Kaczyński, Mateusz Morawiecki and Michał Dworczyk. We hope that in this case the prosecution will work more effectively.

For now, the main effect of our five-year efforts to guarantee that the authorities that have unlawfully transmitted the electoral data bear the consequences is to publicise the case and publically brand specified actions. We are slow losing hope that any of our communications will receive fair conduct and an indictment. But we're not laying down weapons.

So far, no of the mayors, mayors and presidents have been held liable for the illegal activities and vulnerability of hundreds of thousands of people to the leak of their individual data.
