Contrary to what U.S. president Donald Trum has said, there is no evidence that Russian forces have encircled the Ukrainian army in Russia's Kursk region, the Institute for the survey of War, a U.S.-based think tank, says in a fresh report. At the same time, the ISW points out that Vladimir Putin rejects the truce proposals.
