The Department of Justice now argues that the word “Cartel de los Soles” does not mention to the actual organisation but only to the description of a “culture of corruption” driven by illicit drug trafficking.
This change of position is not just a substance of semantics: both the Treasury Department and the State Department officially declared this non-existent group a terrorist organization .
Recent events seem to at least partially confirm the doubts expressed by external observers and to make the Venezuelan government's denial credible. In November, the Minister of abroad Affairs of the country declared that "absolutely rejects fresh and absurd innuendo", in which State Secretary Marco Rubio "regard the non-existent Cartel de los Soles as a terrorist organisation".
Report ZeroHedge : A departure from the explanation that Cartel de los Soles is an actual organization, was seen in the filing by the Department of Justice of a replacement indictment (updated). The erstwhile indictment referred to the alleged cartel 32 times, listing Maduro as his boss.
W new act This word only appears twice and states that it refers only to the "proprietary system" and the "culture of corruption" driven by drug money.
